Use two settings.

First you can set vm start priorities. Place your db server as the first machine to start and vcenter as the second. Then set a start delay. Place all other vms in order afterwards.

Second, place your db server and vcenter in a high priority resource pool. This will not come into effect until the vcenter is up and running, but if you managed the first step correctly, then this should take care of the issue.

I ran across your post while researching an issue I am trying address, perhaps you can provide some advice? I also have vCenter Server a VM and the SQL Server database a VM, both as part of a 3 host HA/DRS cluster, along with approximately 50 other VM's. The issue I have is after a power outage, and the hosts power up again, all the VM's will be attached to one host in the cluster. As the VM's are starting up, the resources are depleted enough that the vCenter Server VM becomes unresponsive (along with most of the other VM's) and will take forever to come online. Is there a way to ensure the vCenter Server and SQL VM's will start up with the necessary resources needed to run effectively when all VM's are using one host? Then DRS can start initiating vmotions, etc. to balance across the cluster. Sorry for the long reply.

Thank you.
